The 1010, 1014, and 1016 errors happen when the DHCP database gets corrupted or locked.
The fix:
Exclude the DHCP folder under windows\system32 from the AV scan
Stop the indexing on the DHCP folder

- right-click on the dhcp folder
- select advanced
- clear the check next to For fast searching, allow the Indexing Service to index this folder
